Prior to Heart of Ice he was almost a non-character. He had no substantial comic appearances to speak of and was most noteworthy for being on the old Adam West show. It should also be noted that while the Arnold version does use the Heart of Ice origin story his version is much closer to the Adam West incarnation, including having a European accent and spouting constant ice-puns:

I don't remember any doctors on suicide squad. I don't think you'd want anyone with the know how to remove the neck bombs, him being a genius that thrives in extreme cold environments might mean he could just freeze the circuitry in any tracking/control device you put in him. Then there's the special cryo prison you have to put him in which costs money, that and his suit plus maintenance.Then his suit doesn't really seem built for speed so how good could he be in those hectic situations when the mission goes wrong, he can't sneak in anywhere or go undercover.
If you just NEEDED someone with cold powers, all in all Killer Frost is the better choice.

Because that's really the only good plot he has. The character is pretty one-note, and they won't give him anything else because in comics, when something gets successful you forget to try and just attempt to rehash it over and over again.

This is true. BtAS had plenty of villains with stories that never recurred, For some reason they kept bringing Freeze back though. There's only so many plots you can do with his wife as a motivation, and the DCAU pretty much covered them all.
