I think it's at least the former. Jaune made it seem like his parents just didn't believe him when talking to Pyrrha, but he's from an esteemed lineage of Hunters. His family probably knew that there was something special about him and that putting him through training would mean drawing attention to him and this fact (Pyrrha's on a freakin' cereal box ffs), so they kept him out of battle school and discouraged him from becoming a Hunter. Then Ozpin comes in and convinces them that he needs to learn how to fight, so they "let" him run off to Beacon.

That does sound cool. I don't think they're going to kill of Pyrrha (if anything she's going to nearly die but be saved by Jaune's seemingly healing-based semblance), but I can definitely imagine Jaune becoming suspicious and resentful of Ozpin and the rest of his group after seeing how much pressure Pyrrha is under because of them, ESPECIALLY if the aura merging doesn't go according to plan.

well I got three ideas for that.
one is that he wants to see what would happen if a untrained civilian had to become a hunter from scratch and oh look he now has the perfect test subject.
the other is that Jaune reminds him of himself when he was young, yearning to be a hero but not knowing how, so he sets him up with a good team that can teach him so Jaune avoid some of ozpin's mistakes.
the last is that if Jaune is determined enough to try to pull a fast one on beacon, if he's rejected he'll probably try to become a hunter on his own without training and get himself and/or others killed. so he'll accept him and mold him into something worthwhile and won't immediately die.
