Here's the thing.
Jason's brand of violence works on the big time bad guys. Joker, Black Mask, Hush, yeah, put a bullet in them. You'll make the world a better place that way.
But he doesn't do that. He works on the street level. He takes down thugs and goons at the bottom of the criminal ladder. For better or worse, those are the blue collar guys in places like Gotham. They have families. So he goes out and over the course of a month he murders like 50 guys. Sure some of them were bad, but he has no way of knowing who's a fellow murderer, and who's just moving boxes for the guys who make the real money. Pretty soon he racks up quite the kill count, and it gets pretty tough tell him apart from the crime bosses he's taking down. Hell, at least they provide job, help feed families.
What happens to the kids who's dads get gunned down by Red Hood? You think the mom takes care of them? He makes orphans, who are going to be just as fucked up and vulnerable as he was. But these kids aren't going to have Batman swoop in and try to bring them out of the gutter. At best, they'll follow in their fathers' shadows. At worst, they get taken in by the freaks and crazies in Gotham and you get more supervillains, plenty of whom are gonna have a bone to pick with the Red Hood. Some day some violent vigilantee is will track down Jason Todd and get vengeance for the childhood the Red Hood stole from him.

You could argue that she "isnt a villan now", but even when she was on the bad guy team, she wasnt wrong.
She simply valued the new life of her people who cannot procreate by other means, over the lives of an alien race. She held by the culture and values of the society in which she was raised.
If it would have been the other way around, humans would literally have done the exact same thing, they have been, and the will continue to do so.
Nearly all of us are bound to the culture of the society in which we were raised, we have common values and beliefs, if we were rasied to hate niggers, we hated niggers, if we were raised to value honor, success, intellegence, even obeseity, for the most part, we followed suit.

Then start with the big guys. Take out Black Mask, Harvey Dent, then Joker. Blow a hole in their heads, and parade their corpses around in front of GCPD. Anyone who tries to take their place, kill them too. When nobody tries to lead the beast, then you go for the next row down. Eventually, you'll get it to a point where the cops can handle it themselves.

Red Hood's view is realistic only in places like China and Norkland and China will face it's comeuppance soon and Norkland is allowed to exist because the humanitarian crisis of solving it is worse.

Dick Grayson has always represented Batman's greatest success, and Jason Todd his greatest failure. Dick is proof that Batman's methods can work, whereas Jason is objective proof of the failure of what people think Batman SHOULD be.

I think Grant Morrison was the only one to really address the problems with Jason's methods. Jason went around killing people, but in doing so, he made himself a target. He lured the worst killers to Gotham. The police wanted no part of him. And even when Dick offered him a chance at redemption, he rejected it. Morrison just tore the Red Hood tumblr fanbase a new one, and it was amazing.
