It seems pretty obvious to me that Lucifer-bird is inside the cage and it's just drawn this way so you can actually get a clear look at his pose and expression. Just look at the middle-left panel and tell me you'd be able to tell he has a deadpan expression with bars covering 60% of his face.
Even from an art perspective there's no way you're drawing half a cage bar, you'd draw the whole thing then put lucifer on a different layer over it so the image looks coherent.Is it wrong that Lucifer is such a serious character with edgey tendencies but all I can do when I look at that bird is think how fucking cute it is

It's not only possible that it only affects spectrals, it's confirmed to only affect spectrals. If you're just possessed it does nothing to you. This was even stated by Forge or Doorman or whoever in comic.
I think Max's broken god spirit is a different type of possession also, like Hijack. I feel like that's the reason Hijack even exists, to show us that there are other kinds.

Also he seems to be within the cage, but his image tends to overlap it, as if it's on the topmost "layer". That's got to be a weird effect in-world to anyone looking at him. However, his wingmoustache doesn't seem to always follow this and will sometimes go behind and between the bars. Maybe they're, like textures, and they phase through the bar sometimes?
Or maybe Zack's just having problems with drawing him well/consistently, as his lightcord only seems to be visible at the back when looking from the front, but disappears when looking at the back.
