What exactly is the appeal of Arthur? I'm guessing some people on /co/ might have perverted reasons for liking it, but what about the people outside of /co/? What do they see in this?
I can't speak for everybody, but I think it's because we all have "that episode". You know, like an episode of the show that stuck with us throughout our childhoods and shaped the direction of our lives.
Personally, I was always influenced by that one episode where Francine and Muffy go to a horse-girl club expecting it to be a group of fans of horses, only to learn that it was a bondage fetish group.
Childhood nostalgia for me. The books were also some of the first things I learned to read.

Too bad every other show on PBS sucked.
It's just a very wholesome cartoon and I mean that sincerely. There are no disturbing exaggerated visuals, no bright colors or crude humor.
It's a show about kids who just happen to be animals. It also has some clever writing and is one of those PBS cartoons that's not written solely for small infants and toddlers. Some of the older jokes still make me laugh like Cat Saver.
Haven't watched the newer seasons mainly because the animation is an eye sore so I can't say if its still the same quality.

At first, OP, I was like you. I saw Arthur as a meme. I thought that is was just a show picked at random for /co/ to get it's cheap keks from with "the episode of [innocent show] where [innocent character] does [perverted thing].
Unlike you, however, I decided to lurk more before I made a thread about it or anything like that. I, too, joined in on the outrageous episode plot summaries. I actually watched a couple episodes to help improve my shitposting. But I found that it was surprisingly watchable. I kept watching more and more, and got to the point that I just play it on the side while browsing Arthur threads, and still do on other threads from time to time.
It's not just nostalgia; the show is genuinly enjoyable. Now, I'm not saying it's the best cartoon to have ever aired or anything extreme like that, but it is cozy, it is tolerable, and it is pretty funny at times.
Being as old as it is, there's plenty to watch without reruns, and it's more tolerated here than it would be were it only a couple years old, just as >>78776700 says.
It's old, established state also makes it kind of an achievement at how well it's done over the years. And yes, the animation went to shit, but everything else, the dialogues and plots and all, are still decent, and still feel "fresh" enough. And shit animation but otherwise decent is tolerable when you just watch it for the sake of something comfy to watch.
Also, and maybe most importantly, Arthur wasn't just arbitrarily chosen as the "wacky episode plot" meme. There actually are some pretty weird ones.

As a thirty-one year old man who works second shift, there's never anything on on the limited-channel-TV we get except talk shows (bleh), Cartoon Network (oh look reruns of TTG, again), Comedy Central (also reruns), and a few that do movies, PBS with Arthur at least gets me through an hour or so before one of the movie channels has something.

Personally I'm of the opinion that the snowball was just another one of DW's tulpas, like Nadine.
It may or may not even be a more powerful tulpa than Nadine, for while she was "complete" with a personality and everything, while the snowball was just an object, it was an object that others could see (only DW's family, though) and it had tremendous climate changing powers. Notice how it started snowing just after everyone made a huge fuss about it, and made up complex crazy stories about it? My theory is that the snowball channeled the characters' thoughts into psychic energy into weather conditions for snow. This function would make sense as it was originally made by DW with the thoughts, or psychic energy, of being winter fun embodied.
Aliens are just more of Buster's imaginary stories that have turned into a stupid running gag. Come on guys let's not overthink this kids' show.

The Maria speaks episode was pretty good. It's one of those "very special" episodes, but it actually shows her working hard to overcome her disability instead of just demanding special treatment or bitching about muh society.
