If you look closely, you'll actually see they toned down the Turtles' designs compared to the first movie; they're not as fuckhuge (most importantly, their limbs and shoulders are now more normally proportioned and not like an Ork and an NFL linebacker had four fucked up flipper babies), and they just generally seem less dirty and "busy" visually.This may just be because it's the first trailer, and the CGI is probably unfinished. Though I agree that design wise Bebop and Rocksteady look great, the actual animation on them looks a little cartoonishly out of place - Rocksteady running on all fours looks particularly unfinished.
