They're going to hold onto the rights because they don't have to pay for them, and it keeps Marvel or anyone else from having the rights and making a possibly successful FF movie. That's how Hollywood works. Studios will buy scripts for the sole purpose of letting it sit in a safe somewhere so that no one else can make it, or buy the rights to a comic book even if they never make an adaptation.

Daredevil reverted because they were working on that (Carnahan had the 70's reboot idea) and Fantastic Four, and Marvel's offer was that they would let Fox get an extension on Daredevil in exchange for Galactus and Silver Surfer.
Jeremy Slater wrote up a draft involving Galactus so they had plans for him and decided to sacrifice Daredevil for Fantastic Four.
Now the only bargaining chip they have would be X-Men stuff.

They literally squatted on the film rights & waited on WB to make the Watchmen movie so they could just pounce at them with a legal battle. Quicksilver and Scarlet Witch were just a special case where the rights were jointly held, because they are tied to both the Avengers and X-Men franchises.
