Putting that aside I dunno. The thing is the ep Anon mentioned in which the Puffs traveled back in time and both met and saved him as a kid can be read into in a number of ways. The basic one would be that the care and affection shown to him by a little girl would leave a lasting imprint on his personality, which as we know isn't that romantic. He just doesn't get women. Thus his effort to create the girls in an unusual manner.
The other interpretation is metaphysical and too lengthy for me to get into.
The problem is that the show offered numerous reasons why he created the girls and there's everything in there ranging from the movie idea that he wanted to make Townsville a better place to time travel to Mojo's shenanigans. So essentially it's up to the viewer.
