Changing eye and hair color are actually pretty significant for identifying people, whenever he's a ghost, it's usually in the middle of chaos where people are running for cover too fast to pay attention to facial details and, most importantly, why would they make the connection in the first place? Yeah I think it's pretty believable that people would notice the similarity but wouldn't make a big deal about it. Every face is unique, but not THAT unique. Any non-mutilated-or-deformed face is going to have a bunch that look almost exactly like it, just a little off. Both clark kent and danny fenton aren't confident, or assertive. They're 'mild mannered' or 'wimps' - they keep their shoulders slack, they don't make waves. They don't act confident. People don't acknowledge those kinds of people, not even if they're one too. Most people on 4chan probably know this from personal experience, one way or another.
Superman and Phantom, in contrast, are extremely confident individuals. They're strong. They're seen. They're heard.

Superman's justification is that no one has any reason to believe he has a secret identity. He doesn't conceal his face, his name (Kal-El), backstory (alien from Krypton) and his residence (the FoS) are public knowledge.
They assume Clark Kent just looks similar, like if you saw a pizza man who looked like Obama.
