Hobgoblin was cool only in the early-mid 80's when he actually was some kind of mastermind that was good at not getting caught and framing others to take the fall for him.

Norman works better as reocurring villain. Even with Sins Past making him lose some of his thread. He also one of the few villains who became way more awesome after his ressurection than before.
Gobgoblin was good for his one arc. Unfortunately, that one arc kept going and became pure disappointment. Now, Kingsle is going to keep brainwashing people with fucking Blinker until the end of days and will never die.
Norman all the way.
But Harry is still the best written.

He was good in the 80's when he was one of the few Spider-Man villains that always got away. He would cause trouble and fight with Spider-Man some then escape. The whole time Peter could never figure out who the guy was or successfully link him to anyone. Each time he caught and unmasked Hobby, it was all a ruse each time.

Plus he was a bit more clever with Norman's stuff. He weaponized some of the more pointless trick items and made them into things that were genuinely dangerous.

He sort of came off as some villain Batman for a while. Tossed little razor bat and drove in a high tech supercar/van and everything.

Hobgoblin showing up years after Norman died was an interesting way to have a legacy character. And Harry being Green Goblin a couple times was interesting but it got insane from there.

Every time I try to go back and read those comics, I guess starting around 1994...man. Such a mess.
The Spidey books, at one time, had a very predictable and and manageable dichotomy between them, each with it's own vibe.

"Amazing" was the main book and had the most important plots threads. When Mcfarlane and then Erik Larsen went over to "Adjective-less" that book became the gonzo, zaney book while "Amazing" chugged along and eventually became the book dealing most with the Symbiote crap. Mark Bagley deserves a metal for not going crazy during that time.

Meanwhile,"Spectacular" held onto the darkness of the late 80s even. Spectacular was the book that dealt most with Harry's carrier as Green Goblin and shit like Vulture having cancer. Even through Maximum Carnage, Spectacular was the grittier Spidey book.

"Web Of" was very much an outlier. A lot of the plots happening in that were short and while never truly BAD, they hardly ever mattered. Lots of one-off villains and stuff. That became the book dealing with Kingpin, Rose and Hobgoblin stuff.

Then that damn Clone era ( and by extension everything up until the Reboot) . Every book became a garbled mess.
They all just blur together.

The Richard who took over his dads place was actually Richards friend, Alfredo, who was masquerading as Richard for so long that he went crazy and thought that he himself was Richard. Blood Rose (oh god, even the name is too 90s) was the real Richard.

Still the best among them is Roderick, the original Hobgoblin. The man has to be the most profitable human villain in the Marvel Universe. The man just doesn't get caught, he knows when to leave. If he knows the situation is going south. He sends in a dupe.

He's only been caught once and well he's just so damn magnificent at the game. While Norman is always so personal, Roddy looks at the bigger picture and knows when it lay low.

Norman at his best is better than Kingsley at his best.
But Kingsley at his worst is better than Osborn at his worst.

It's the problems with being an A-List villain. You'll be tossed around from writer to writer because you're popular. You'll have some kick ass stories, but you'll also be dragged down by some of the worst writers around. Kingsley has remained fairly unused, unlike Norman who could be argued as being overexposed. hell, Norman was clearly going to be in AXIS before somebody (probably Slott), vetoed that idea. Which I'm glad for because AXIS Hobgoblin was amazing.

That being said, I'll always have a preference for the Green Goblin, no matter how shitty he gets thanks to poor writing, but I love Hobgoblin too. Kingsley at least. Most other Hobgoblins are major bitches.

He pawned off Mysterio and Crimemasters' identities in New York for who knows how much.
