Stitch was specifically designed to wreak destruction and cause suffering. His character was intended to a creature that was born evil and learned how to be good through events that transpired. Cutting out the first time he actually did cause the literal grief of a character, while seeing the consequences, hurt the movie as a whole. It was a pivotal moment that better explained Stitch's turnaround.

Scrooge was a dick but he was just kind of a dick via talking shit and not paying his workers well while Stitch just sat there as Lilo tearfully tried to save a friend from death that he caused.
It would have been good drama and I have faith in the writing department for a redemption but it may have made run time a bit long or taken focus off of other parts that also worked well.

I think it could have worked well, but I can understand why they would have been afraid to keep it. It's a shame, browsing through other scenes it looks like there was some pretty good content that was cut in favor of making keeping things less controversial.
