Just finished a playthrough of Arkham Origins, and damn, after seeing what the Joker made out of that hotel and then Batman saving him? And that dance going on until the Joker inadvertently kills himself nearly a decade later? Batman is as messed up as his villains.

A short prison term before escaping is simply an artifact of the narrative, the same way that cops and other heroes mostly turn a blind eye to Frank, Frank not suffering frequent and debilitating injures fighting crime, Frank not killing multiple undercover law enforcement agents, Frank not accidentally killing any civilians, and Frank not carrying out his war on crime primarily with a bunch of beat to shit Hi-Points and Jimenezes.
