Even though Cap dying and Bucky taking his place would be fucking amazing, it's just not going to happen because the general rule according to the higher ups are to not do anything significant in the between movies so that the causal movie fan who only watches the Avengers movies will be able to understand what's going on and not feel like they missed anything.
