Mark Gruenwald noticed how many snake-themed villains there were in the Marvel U so he came up with the idea of rolling them up into a single villain group. Gruenwald was writing Cap at the time so Cap got to deal with them.

I think they would've made a much more interesting nemesis for the Avengers. It was a large team but he could never throw all dozen+ members at Cap at the same time, they tended to show up to annoy Cap 2 or 3 at a time. It make them come across as inept, you've got tons of firepower, why are you shooting single-shot instead of full automatic?

This group didn't even have all the snake-themed villains from Marvel, it had room to grow. Off the top of my head, Reptilla from the Salem Seven wasn't asked to join. Slither was a mutant that I think it was Gruenwald introduced later in Cap, wondered if he was intended to be an eventual recruit.

I always wanted to see a Serpent Society vs Legion of Superheroes encounter.

They're one of these complicated superhero backstories. The Serpent Society was originally formed when St. Patrick apocryphally drove the snakes out of Ireland. In their comic book origin, the spirits of the snakes possessed normal Irishmen and drove them to great acts of evil. When the Potato Famine happened and great numbers of Irish came to America the Serpent Society came with them, possessing the bodies of the travelers - there they established a mafia-like organisation to control the new country and were opposed by Paddy O'Leary, a young Catholic laborer with literally miraculous powers. This was all in a short lived run of comics from a highly religious publisher, C.T.K. Comics, in the late 1930s. Marvel ended up buying the imprint when it consolidated and considered reintroducing the characters as a viable, 'safe' product during the reign of the Comics Code Authority - ultimately they didn't, but they did end up using the Serpent Society as a Captain America villain.

That reminds me. In recent years I've been confused about Cobra.
For reasons that escape me, a writer decided to create another Cobra, the original one's nephew, that wears the exact same outfit as the original.
Not even the wiki knows which stories have the original and which have the nephew now because they never bother explaining it and they're identical in every way.
