While I don't agree with rational behind the premise of the show, the show is meant to be the Bugs Bunny show. It's about promoting Bugs Bunny, not Bugs and Daffy or Bugs and Elmer or Marvin or Taz etc
It's meant to be the bugs Bunny show so putting in all the other Looney Tunes characters would undermine that.

And you're mistaken if you think 'all the classic characters' appeared. There were several prominent directors/units at Warner Bros and they each had characters they did and didn't use. Chuck Jones was the main Bugs Bunny guy, but he never used Forghorn for instance. Also you overestimating how prominent many Looney Tunes were compared to today, Taz and Marvin only appeared in 5 classic each. Marvin wasn't even named in the cartoons, it was only toy merchandising that gave him a name.
Anyway, the point is you've got an idea about classic looney tunes (a common misconception) that just isn't reflective of reality - it's modern looney tunes that has made it seem like the entire cast is required to show up for every event when a lot of them barely interacted in the classic shorts, if at all.

The problem is with Bugs himself. He's not looney enough, or charismatic at all. He's just the boring straightman going against over the top wacky characters while he remains smug and calm the whole time, making him look like an arrogant prick. He's just not likable. Even when he's justified, within a minute of watching I'm already rooting for the "bad guy" and hoping Bugs gets fucked up
