We were at 100% gifted, that's 236 noted gifts, there's a few lists that weren't added since were for kids and spouses. So really we're at 242 gifts so that's really 102%.

Huh, I worked amazon phone support for two years. Unless they changed protical once you verifyed the address they should have offered to replace the item, if it was used then they should have offered to add a giftcard of that value to your account or just refund to the purchaser.
The only thing that would throw a wrench in the works would be if the item was both shipped and sold by a third party seller on amazon, then the purchaser would have to message the seller about the missing shipment and the seller would refund the purchaser.
