Why do they look so accurate while the turtles don't?

Because the original Turtles' cartoon design was the exact same for each turtle except for band color, belt letter, and weapons if they were wearing them in the shot. It made animating shit easier since the central characters were all drawn the same. Now, that aspect of production doesn't matter because you don't have to draw the character in each frame.
The original Rocksteady and Bebop designs were detailed because they didn't actually appear much, so the concern was less how to make their CGI models different and more how to make them faithful. The trade off is that their human costumes look absolutely bizarre, like a style out of time.

The Tmnt are a quartet of short guys, agile as fuck. not goofballs, but they have lots of fun but they don't fuck around.. they use ninjutsu, not raw strength. they use weapons they presumably ganked from a ninja store or off of thugs. human-sized weapons would look ridiculous on these hulks.
If they wanted to, they could use these basic designs for Slash. that would have been cool.
