You cannot participate in the newsstand market (where magazines are sold) unless you are able and prepared to buy back every single issue that goes unsold.
Do you have the money to pay your writers and artists and other employees AND buy back every single issue if you don't sell even one copy, paying for shipping and handling both ways?

And it's failing, because Americans are not interested in buying lots of pages for little money.
