He didn't do a good job developing the villains in the two chapter arcs outside of his motives we don't know a lot about lash and we basically know nothing about the capo. The two chapters with max worked. I think Soule just needs more time with setting up new characters.besides he is doing four chapter arcs now so he probably prefers it that way
