Billy & Mandy, Powerpuff Girls, Dexter Lab and a ton of other stuff came from What a Cartoon!/ Oh Yeah! Cartoons/Cartoon Cartoons/whatever millions of other ways they had called it over the years.
I wish they would start that up again as I feel the best cartoons came from that. I personally felt Mina and the Count had a ton of potential and have like three existing episodes you can find on Youtube quite easily.
All the DC Nation shorts, especially Amethyst not being made into a series which still hurts so much.But not as much as Teen Titans Go being chosen over it.

They do. CN aired a bunch of pilots years ago, which is where the new crop of CN shows like We Bare Bears, Steven Universe, Lakewood Plaza Turbo, came from.
What-a-Cartoon/Oh Yeah Cartoons/etc were just collections of pilots that they already had on hand and decided to air because they already owned them.

No. They had Mission Hill and The Oblongs before that which was two of their more expensive original shows. They were able to afford it but it just took up too much of the budget, and they didn't want to take the financial risk despite that apparently even most of the AS staff really liked it.
