He wrote both as icons showing their age, and trumped up Superman to be blindly patrioctic and loyal to the government, aloof and privileged.
Batman's need for control and his army of child soldiers is done without irony. Miller truly presented Batman-as-fascist-power-fantasy as an ideal.

Miller really was presenting Batman as being in the right. Because Batman doesn't have super powers like that hoity toity Superman on his high horse in his ivory tower. Not like salt-of-the-earth Bruce Wayne.
