It matches up to well to not be. They drew all the little shit (bridge, dock, that little ladder on the hill) all to match up in the new style for their backgrounds, so it's freaking impossible that was unintentional.
I think it was either an animation error, OR they shrunk it down themselves because otherwise they would be left with a lot of empty space and the scenes from Burning Low wouldn't work as intended.

there's nothing more depressing than driving past some bustling locale to the spot where blue-collar laborers work.. just endless shipping containers and construction vehicles and cement trucks spanning MILES.. all because... i mean shit, someone has to build all of our shit and move things around. Totally appropriate thematically: kiki can fly. she thinks it's a minor skill, but here in this town where getting around must be a pain in the ASS, she can just fly right over shit to deliver it quickly. Meanwhile tombo's using those roads to achieve super fast speeds on a winged bike to attempt to kludge out flight, so it's like.. the same goal but one works with it, the other circumvents it. just like how when she tries to force her magic, she can't.
