You're assuming that the US of the Universe is identical to ours. But a lot of things aren't like our world, starting with the continents.
From the show, we can also tell that humanity is far less widespread than in our world. Which makes sense, since there are so many gem remnants in the world that have proven to be hazardous to humans. So humanity sticks with small, scattered settlements which are locally governed. Because of its low decentralized population, it never faced the problems in industrialization, and the urbanization that came with it, which means that it never faced anything like the Great Depression, which led to the New Deal that gave rise to the federal government as we know it today. And it's that modern federal government that our US knows today that has the economies of scale that allows it to have the big federal agencies like the FBI or the CIA to which the mayor would have to report them. Since they do not exist, there's nobody to report to. Even at state-level, because there is such a small human population, there's not enough GNP to fund a proper state goverment bureacracy. Which means that Mayor Dewey s the highest govermental authority.
TL;DR: Because of all the gem dangers, humanity only has a small presence, with no government to speak of, leaving Dewey in charge.

This isn't normal Earth in our timeline. In many scenes, we've seen that the planet is different. America lacks a Florida. Several states don't exist or have different names and some are entirely new.

The main issue is how the Gems perceive the passage of time, and therefore how long it takes Garnet to get over it. With how long they've been around, the twelve-year difference between Rose's 'death' and the current day for Pearl is probably like getting called in the morning and told that her wife just died, and it's still the early afternoon of that day.
If we're lucky, Garnet will be able to 'meh' it off, although I'm pretty sure that she'll be more than ready to do it out of necessity, regardless of her feelings.
