They can fight other pirates and claim their bounties, which is what Crocodile did in Alabasta. It has a lot to do with how Japanese tv stations work. To sum it all up, their TV network show's run like trains stations or air ports. There's no stopping for anyone or else the show will lose it's time slot. Time slots are very important too. Depending on what time a show airs is how much they will have to censor it(like morning shows). Pic related is a good example of a morning or early day time anime and how much gets censored. There's a lot I'm probably missing or haven't explained but pretty much Japan is a shit place to work in.
