It's not as bad as everyone says, having re-watched it recently. He becomes kind of a joke by the third season, but he's still has a few major plays, and remains pretty competent for most of Season 2.
That said, the show would have gotten boring if Jack was the ONLY thread, and if he hadn't decayed he wouldn't have been nearly as memorable.

The only villain that disappointing me in general was Hannibal Roy Bean.
Hyped up as a big villain even the season's previous main villain was afraid of, but he didn't accomplish jack-shit when he appeared.

Are Shen Gong Wu inherently evil? It seems every single time they gain any kind of sentience, bad shit happens.
Both times Mala Mala Jong appeared has their master nearly shitting himself.
When they got brought to life by that comet, they possessed Raimundo and went on a rampage.
The Sapphire/Jade(?) Dragon just wants to turn everyone to statues.
The only exceptions I remember are the golden baby statue and the genie in the box, and even then the genie obeyed whoever had it, good or bad.
