Because non-white people and female people actually make up a sizable portion of comic book readers and people tend to gravitate towards stories with lead characters they can identify with. We don't live in a magical world where people never care about the race of gender of the characters in the media they enjoy, and it sucks when you're of whatever race/gender and the majority of the things you enjoy only have people of the same race/gender in bit roles.
I would love it if new mantles could be created for these characters, but copyright law has changed. Unless they come up with a special deal with the writers, comic book companies will not have nearly as much control over new IPs as they do ones they acquired back when copyright law wasn't pushed in the creator's favor. This is why they keep on revamping existing properties and rarely create new ones.

Comics have to be pandered to a niche audience to survive, but you can't pander every comic to the SAME niche audience. Even if an individual has as much money as necessary, no one person is filled with infinite passion. After a certain amount of comics they regularly follow, they just don't care anymore.
Further money and passion can be found in other audiences.
This kind of shit will NEVER stop. The bad attempts will fall flat and get justly laughed at, but they'll always try to find the good ones that stick. They will always try to find whatever thing they need to rope in a new niche audience for a title. It's not like titles that pander to the old audiences will disappear either. Just.. less of them. If you look at manga, you see at least one pretty stable magazines for each genre/audience, from Romance comics for young girls, soap operas for older woman, younger nerds with stuff like Newtype and the list goes on, aimed at the really young "funny pages"style magazines.

So I pick up Weekly Marvel Jump, it's got a short 12-page Avengers story, 30 pages of Spiderman, 30 pages of Kamala being cute. Next week there's another 12-page Avengers story as an anchor, with a different artist and author, but the rest of it rotates.
You can put weird stuff in the rotation, because you know nerds will continue buying it, because it still comes with fucking Spiderman or whatever.

Spinoffs are just easier marketing. The change of demographic reflects zeitgeist and the the writers getting bored with the limited perspectives.
It is just so much harder to write about people who are very similar and make things not be the same after a while. The more people are different, the easier to differentiate them and find a new story to tell.
You try and tell a hundred stories about people who are all the same and then a hundred about people who are all very different with fault lines on a dozen levels.

I blame comic buyers but they want to buy comics they think they'll most likely enjoy. This is why they'll stick with characters and writers they enjoy. But when a character's name alone sells comics regardless of what that comic is, you get someone who is overused and in mediocre stories just made to cash in on their success.
And it's something that's also an issue with teen heroes. Think about the most popular teen heroes of the past and how long they have been around to grow as characters. Dick, Impulse, the Teen Titans, etc. Most of those are legacy characters but they had their own names and identities as heroes.
Now think of the newest popular teen heroes. Ms. Marvel, Miles, and Nova. See the new trend?
A character is rarely popular if they don't have decades of continuity or the name of someone with decades of continuity to make them popular.
Publishers don't have the patience or foresight to build up popular characters.

Brand Confidence is really hard to build right now because this generation is dickriding the shit out of nostalgia and won't stop long enough to give new shit a chance. Then when Marvel realized that all their truly popular female characters (Sue Storm, all X-Men ladies), were tied up in a mess of movie rights, they had nobody left but Carol to use in the MCU. So they promoted her to Captain and started pushing her as Marvel's "Wonder Woman", even going so far as to wipe Carol's brain again so that nothing from before she became Captain Marvel matters anymore.

More a case of editorial wars. Some at Marvel (Jim Shooter for one) obviously didn't like the idea of a character designed as a feminist being made part of their roster, and they tried writing her out in the most pathetic and nasty way imaginable. Claremont writes her back in, complete with a spectacular rant at the asshats responsible, using the Avengers as the barely disguised whipping boys.
Carol's been one of those characters who's never filled a particular role in any of the writers' plans - but she does make for a great 'filler' character: always there in the background of Avengers groups and scenes, seemingly always around without getting any spotlight until the 'promotion' in 2012.
Given their recent IP problems (ie., Fox) she's being pushed but it appears half-heartedly at times (editorial wars again?) She's no better or worse than any other of Marble's characters by now - in fact she's had some really nifty scenes recently - just wish they'd stick Rocafort or Caselli on her solo book and get a good writer in (I'd pick Greg Rucka) before it becomes another tumblr-bait storyline.

You have to understand something: The type of people who read comics JUST BECAUSE the main character(s) aren't straight white men really only want to read them if those straight white men were originally replaced/removed by female or minority characters. I think this was a move to preserve the tone of the book and avoid pigeonholing her into an infiltrator or villain. Which is the first thing that happened in Attilan Rising.
And this is for a number of reasons:
1. Shapeshifters who can imitate people are incredibly powerful. This would make it hard to keep her street and make it very logical to have her conscripted as a SHIELD/Attilan agent. This then would naturally suck her into politics and planetary-level threats.
2. Imitating others comes with moral quandries and deception which undermines Kamala's EXEMPLAR OF JUSTICE! Lawful Good ideals. Her identity issues don't need exacerbating, really. Being an immigrant 16yo hero by itself does a fine job.
3. Shifters are almost always evil. Being the hopeful, high-ideals liberal Muslim girl with valued friends and family might give people ideas in the future about "developing" that situation. Meaning kiling everyone she loves and turning her evil/edgy.
Now, what we have not seen her do is trying and failing to assimilate different shapes or figuring out where her limits are so she can push. This would suggest that she does not do this for one of two reasons. EIther assuming or knowing she can't, or refraining from doing so for lack of necessity/ being unwilling to.
I have not followed the writer's twitter, but right now I don't see this nerf being a hard rule, as far as the comics themselves go.
And new abilities are always just a training montage away.

The idea that she simply chooses not to use that part of her powers is fine. In fact, the idea that she can change her face but has moral reasons against it could make for some decent stories. I just don't like how Wilson spoke so fondly of making Kamala a shapeshifter to challenge the "all shapeshifters are evil" stereotype, then goes and removes that specific power for seemingly no good reason.
