Because he is a giant purple armored guy to the Fantastic Four first. They do not view him as a god but the ultimate supervillain. And as a FF cosmic villain he just represents a super powerful technological alien that they cannot overcome. Then the whole hero community in Marvel view him as one too.
His whole shtick is to be that really really powerful insurmountable guy that you cannot defeat. To some he is a god, to others he is a suprvillain, sometimes he is a storm.
