The brooms had strength because the apprentice ordered the set of brooms to move water. If he had ordered them to do something requiring willpower, they might have qualified to become a green lantern.
While the apprentice had to used magic to give the brooms physical strength, the part of the thought experiment (specifically the equation) already existed abstractly, so it could have an abstract quality such as willpower.

Back in the day, Thor was just a normal human who had the power to transform into the Norse God Thor. Donald Blake was a doctor, found the hammer, and being a good doctorly person, was able to lift it and was turned into Thor. Alternatively, anyone else worthy was turned into Thor, so they were basically Thor in all but human appearance, like the armor and personality. Blake would carry the hammer around as a cane in his normal life.
This was later retconned to Thor having amnesia and HE transformed in Blake, so he would think that Thor was the mask, so his enemies would think Thor was the mask. Turns out no, he's straight up Thor and like Odin wanted to hide him from his enemies on Earth.

Mad Jim Jaspers is a Mutant-Hating British Man. Captain Britain had a nasty encounter with both of his incarnations.
Long story short - Jaspers is an insane Reality-Warping mutant. His Earth-238 version (though weaker than his Earth-616 main version) was able to create a monster called the Fury.
The Fury is a nigh-unstoppable reality-anchored conceptual being tasked with killing all Superhumans IIRC. After 238 Jaspers died, it went after his stronger 616 Counterpart.
It was an even fight until the Fury tricked 616 Jaspers by throwing him into "no-time" or some shit - a plane of existence with no reality for Jaspers to manipulate, from there the Fury could kill him with ease.
I'll explain why I think Legion is stronger next.
There was that one time Spiderverse happened, Fucking up Mayday's character to the point where the original writers had to come out and say It was a load of shit, giving Spock a way to come back with no payoff whatsoever, and killing off a ton of cool spidermen that got about a nuthair of play time.

Back when he was first created in da 60s. So its really dumb cause now 50 years later I can't personally be sure how it went down, but research says he was always Thor. It was my understanding that at first he was Donald Blake, a doctor(Jane Foster was his nurse), who went to Norway and found the hammer. Then its said that he was always Thor, his consciousness placed into Donald Blakes body to teach him humility, by Odin. Then its said he knew he was Thor all along, he was just playing.

Hulk didn't turn into Thor for 2 possible reasons: 1)Thor was Thor, not Donald Blake, so you can't turn into Thor since theres already Thor.
2)He is literally just that strong. He is able to lift it by sheer strength alone, bypassing the worthiness tester.
It is possible in several stories that he is worthy. Like Superman did that one time, he couldn't at first. Then realizing the stakes, he knew that the hammer was his only chance to save the universe but he also knew he couldn't pick it up before. So he gave into the humility that there are things even he can't do and Odin was like, you got it dude, and then he beat Krona's face in with Mjolnir and Cap's shield.
Its all about humility when wielding the hammer.

As for Legion - he is literally the strongest Mutant - Bar None. No one fucking comes close.
He's the only mutant who literally generates more and more powers - uncontrollably. Rogue stated as such in X-Men Legacy 247-8 when she absorbed some of his powers while they were in Paris.
His most recent appearance was at the end of Simon Spurrier's ruin of X-Men Legacy (vol 2.). In the final issue (#24), Legion fully integrates a personality called "The Weaver".
The Weaver allowed David to exist outside of traditional Time and Space while casually reversing the Global damage he was causing with his previously-fractured mind.
Most shocking of all was pic related - where he literally broke the fourth wall and told us (the readers) not to be sad with what he would do next.
If you didn't know - Legion has currently wiped himself out of existence, with only Blindfold (Ruth Aldine) ever aware of his existence.
Reality and Causality restructured themselves to account for his non-birth, with everyone else not even knowing who he was.
There was also the time where one of Legion's personalities - Moira, threw the entire 616 Universe (including Franklin and Clyde), into a box. It's important to note that Moira was a psychic antibody, created to respond to Dr. Nemesis's probing of Legion's mind.
This means that Legion's subconscious casually locked the entire 616 Universe into a tangible box.

They're not actually all dream stories. This one is, though. I respectfully disagree, I prefer the Jim stuff to 70% of the Frank stuff any day. Mebbe it's 'cause my first exposure was through Jim volume 1, so I was predisposed to his Jim material. Woodring, David B, and Jesse Reklaw make the best dream comics out there, very tricky to do well.
Regardless of the fact that "dreams are weird, huh?!" Woodring has the ability to turn his into entertaining stories. They capture "dream logic" in a way better than , say Inception ever did. Different mediums so apples and oranges but I think the comparison still stands.

Legion had thousands and thousands of powers. Though I think Spurrier retconned it so that many merged, leaving hundreds of personalities - with more on the way.
Name a power - and he probably has it in comic canon.
For example, let's say Legion's fighting Vulcan.
Vulcan has the power to absorb and manipulate all forms of energy, Legion has a shit ton of counters.
Legion can do the following:
>Telepathy - One of the powers David can consciously control. With it he can mindrape Vulcan. His TP has canonically shown to be stronger than his Father's (Professor X at his peak) - and that's lowballing it.
>Space Manipulation. - The Origamist is one of Legion's personalities. A Giant Fat sumo wrestler who can completely control the fabric of space. Warp Vulcan into a black hole, or compact space around him to the point where he's crushed into atoms.
>Time Manipulation.. - Time-Sink (Pic Related) has complete control over time. Uses it to throw objects/people into earlier or later points of time. He can also loop people withing a fixed point in time IIRC.
>Adaptation. - Endgame (Pic related) can completely control his physiology in order to perfectly counter his opponents attacks. He's very similar to the Mutant Armando Munoz (or Darwin) in that regard. As a rogue (free from Legion's mind) personality, he once turned his entire body into Wood to render himself immune to Magneto's direct control.
And worst of all? Legion probably has Vulcan's OWN power somewhere in the clusterfuck that is his head. He's the perfect counter to everyone.
