I guess this is good as time as any
I had a dream last night about watching this movie in the future. I was with my cousin, there were two women that I knew in the dream but couldn't recognize them in real life. Outside of the usual dream innuendos, one woman having her bare feet tucked under my leg while the other used some of the lotion that was pinned between my thigh and the couch arm, making it hard to focus on them movie itself.

It was a bizarre dream, I think it mixed some of the Suicide Squad and I remember seeing a billboard of the Teen Titans (International?) there were so many of them too. Everything was exploding and it was real colourful, I can't remember any dialog besides Batman and Harley talking (I know she isn't in the movie, but this may even have been the sequel) so realistically, my dream state seems excited for the movie at least.

No, even outlandish opinions can still be relevant to the context they are presented in and fit in with the book. There's nothing wrong with breaking the norm or being politically incorrect.

But if the dialogue within a page breaks flow and starts off into a speech that either doesn't need to be given or is out of place, that's an example of "ham-fisted" writing.

Or when a writer breaks character to use them as an outlet for their own opinions. Like say Batman explaining in the middle of a fight his socio-economic ideas about how to help the lower class.

I don't think OP's examples are good really. Considering three of them are the same person and it appears that Luthor's character is meant to be this odd ball that likes to grand stand. If it was you or me saying those lines in a normal context, that would be cringe worthy but given what we've seen of Luthor they are an example of his character.

Jesse Eisenberg plays these sorts of roles perfectly and the trailers really capture the "likes to hear himself speak" side of Lex.
