Both characters grew from there. Stacy needed someone to tell her what to do until the Fashion Club nearly broke up. After which she was more confident going against Sandi, who had pretty much been controlling her from the beginning. True she shifted to following Quinn more, but Quinn was less of a manipulative bitch than Sandi.
And Quinn, she probably had more character development than any other supporting character in the series. She does manipulate boys for the purpose of getting gifts and fancy dinners, but she has been shown more than once that she is capable of truly caring for someone as a friend. She has also shown that she can see past someone's appearance and like them for something other than that. By the end of the series Quinn really outgrows the fashion club and it ultimately leads to the end of it.
