An American convicted of a felony is no longer awarded the same rights as an American who has not - the right to own a firearm, the right to vote, the right to live wherever they want, etc. That doesn't mean they're no longer American.

I don't want to give the writer ideas but the only way this could work is if it's a double keikaku where whoever is actually blackmailing her had someone else write the note and buy the phone and box knowing Virginia would track them down, only to find them dead so the blackmailer could not only get away with murder but frame Virginia with one that isn't out of self defense like with Reaper so they could blackmail her into doing other things and have their way with her.

The question would still be how an advanced organism like her would submit to such a situation instead of just informing Vision or a psychic or whoever to have an investigation done to prove her innocent.

Not while they're serving their sentence, no. After their sentence has been served in full (prison time, probation, etc.), restoration varies by state, with most states actually restoring the right. However, most people, with felonious records or not, don't realize this and think it's a universal, permanent ban. There are efforts to improve awareness of the matter, since it has a withering effect on the voting pool in many communities.

But that's a bit different than declaring them to flat out no longer be "people" and rendering them outlaw.
