All the other kingdom's are just vague foreign places while Atlas is the one with a standing military, with the dust magnate, with advanced robots communication towers in all the kingdoms. They're the only kingdom to actually be doing anything and standing out in the series. We hear more about Atlas than the kingdom the show is set in.

Atlas is the only kingdom that's really been elaborated on so far, but that doesn't really mean it's the only good one. Ironwood is a main character right now, and his military forces are helping to drive the plot. What's to say that we won't see the leader of Vacuo's Shade Academy throw his hat in the ring after something bad happens at the tournament? Maybe Cinder and company impersonating Mistralese students from Haven will cause a ruckus. Maybe each arc will focus on another non-Vale kingdom? Who knows? Why limit it?

I said as it stands because that's how it is right now. They might change that later but right now, 3 volumes and several World of Remnants in; Atlas in the only one they seem to want to push. They've had opportunities to expand that, Ozpin's secret illouminati is meant to involve the powerful people of the world like headmasters and generals, but we've just got got Vale and Atlas, didn't even skype the others for their meeting. Whenever they go into detail in a world of Remnant, Atlas is the only one to stand out from the norm.
It's a pretty safe bet that Atlas is going to be the plot kingdom for this arc, and the other's will be like background characters for a good while. serving only as blank slate for people to project their own OC onto.

I actually came up with a theory while I was drunk last night. It was about Cinder's ultimate goal. I thought about the SDC and how they must have a monopoly on Dust in Atlas and how there might be rival companies who want to bring them down.
So I thought what if that was Cinder's goal, to bring down the SDC. When you think of it Cinder's faction is working with the White Fang who are sworn enemies to corporations which use slave like labor of faunuses. I'd say from the fact that her entire team was the only one that was called for back up during the Grimm invasion, and who mowed down more than enough Grimm to make it look like she was OP.
So... in regards to RvB, even though it's an anthology season, you guys think there's any chance we might get a Locus episode, where it shows him being a Batman-tier vigilante? I say Batman because frankly, Locus seems like he's finally found that conscious he's buried all those years ago, so I doubt he's got enough EDGE to become a Punisher-esque vigilante.
That, and I like the idea of the guy trying to redeem himself, if not to make the Reds and Blues hate him less, it'd be to make him feel better about himself.

With that in mind I can't help but realize that Pyrrha is far less effective against Grimm than humans. When it comes to the Grimm fights we've seen she's positively mundane in them.

Come to think of it, everyone on JNPR except Nora has nigh useless weapons for grimm. At least Weiss' choice of weapon can be somewhat justified since she knew grimm wouldn't be the main threat in her life...unless she decided to become a huntress...
I'm also surprised that Blake could survive in the wild with nothing but a pistol/sword. Especially since all the anger towards the Schnees would have attracted grimm
