THE golden age was the 40s to the 50s, original Looney Toons, early Disney shorts, Tom and Jerry, Woody Woodpecker, Droopy.
The 90s. Animaniacs, Gargoyles (better at muh lore than anything nowadays), BTAS, Samurai Jack, Dexters Lab, PPG, Futurama, etc. all the way to the early 00s with JLU, Duck Dodgers, Megas XLR.
Right now we have some jewels but we're mostly in a mediocre era. You can point a couple of jewels lost on that sea of bland (GF, the early seasons of the show that must not be named, Symbionic Titan, Motorcity, Tron, Batman Brave and the Bold, Mistery Inc, maybe SU if it delivers on what it's setting up), but so can the eighties(Thundercats, He-man, GI Joe, Silverhawks, Bionic Six) and even the 50s/60s/70s, generally considered the dark ages had a few good ones (og Scooby Doo, Atom Ant, Flintstones, Peanuts TV specials)
If you hate the current state of animation so much why don't you get into the industry yourself and make it better.

When I was a child, I accepted things like "never ending struggles" of GI Joe and Cobra or He-Man and Skeletor. I accepted that there would be lessons learned from each episode, that would be forgotten by the next show, and gadgets or weapons or tools would all be discarded and forgotten.
But now, I'm an adult... I kinda want there to be consequences for the actions of characters. I want the doodad from episode 1 that appeared forgotten and discarded to show up in the season finale. I want people to admit they've behaved badly, and actually try to behave better in future episodes. I want less clunky exposition, more discovery.
