The problem is that going any higher will make their lips readable. Even a smoother open-and-close will come across as singing the old batman theme (nananananananana) or making machine gun noises (papapapapa), depending how it is animated. The two-frame open-and-close is a sort of visual shorthand for "they're talking" that can't be interpreted as anything specific. Same with the little up-and-down bob I use for "they're walking".
The only instances where I do more detailed mouth animation are when it's actually meant to go with voiced dialogue (Katia singing early in the comic, Akatosh in Precede).
