The story kind of changes between arcs as its a legacy series (every arc follows a different "JoJo" who is usually the son or grandson of the previous series protagonist. The first arc can best be described as Sherlock Holmes and Watson flexing their way through adventures whilst screaming at the top of their lungs. It's a series that is very action heavy, but also has some very interesting characters, such as Dio Brando (who has become exceedingly popular due to his amazing lines and Reverse Flash levels of pettiness, though technically it's Zoom who has Dio levels of pettiness). It's a very fun show that has great animation. I'd highly recommend checking it out, either through the manga which is on I think part 8 right now or the anime which just finished part 3. Parts 2 and 3 are generally considered to be the best parts so if you aren't digging part one a whole lot, I'd still say to try to make it to the next part.

It's so popular because the manga has been ongoing since the eighties, and it does a good job of increasingly bizarre and unorthodox fights, with many battles revolving around not who is stronger, but surviving long enough to figure out the rules of the enemy's power and how to kill them. It's also very cheesy, filled to the brim with rock & roll allusions, has lots of ridiculous outfits, and has a rather thick portfolio of memes it's generated.
there's so much crossover for it because it has such a distinctive tone that's hard to find elsewhere, while also covering a huge number of different powers and concepts and archetypes meaning that you can take almost anything, comb through Jojo, and find something that resembles it

Jojo makes a game of poker, hype. Jojo makes a game of rock paper scissors, hype.
"Dinosaur" and "Airplane" are both valid superpowers.
