The bullshit extra powers are necessary for super speed to even be a power. As soon as the character is fast enough to outrun a car, he needs some other powers of durability or strength or whatever just so he doesn't give himself a whiplash or a concussion as soon as he stops.

The only way I can explain this is if they're speedster powers run out, or only give them a slight boost in reaction time. Like say, everyone is moving at 0.8 normal speed around them. Slower than usual, but still fast enough to fuck you up if you're not careful.
With usual speedster powers though it's ridiculous. Imagine fighting someone, anyone, who you perceive as moving in slow motion. So slow in fact that you could probably outpace their bullets with a brisk walk. How could you possibly lose to this ever? You could be a basement dwelling neckbeard with zero combat experience and still beat anyone if you have speedster powers. Just walk up to them, walk around the bullets they're firing and tip them over.

To be fair most depictions of speedsters are nonconsistent and broken. I don't know why writers are so afraid of making their powers more limited instead of making them Gods then asspullings defeats.
If you make a character run fast,,,that's it, that's powerful enough and challenging enough.
