He's been a major character a few times. They constantly try to push him. Heroes for Hire, the 80s-era Invaders comic, Secret Avengers, Marvels, Avengers vs. Invaders...

He's just not an interesting character. Every time someone tries to do something with him in a team book, he vanishes as soon as the writers change and pops up totally different a few years later.

Yes, and John Byrne retconned that out specifically so he could bring the original Torch back. Then Kurt Busiek and Roger Stern re-retconned it so Vision was made from the Torch *and* the Torch still existed, because time travel.

Anyway, he's not popular because there's another, more popular character with the same code name and powers. Johnny Storm isn't as popular as he was in the '60s but he and Vision both make Jim redundant.

He's a very confusing character to push because there is a completely unrelated and more successful version. It's kind of like the struggles Alan Scott has had over the years
