And the guy saying Kuuga isn't a good first series is literally retarded. Kuuga was a fucking REVIVAL series. It was the first Kamen Rider show after years of the show being dead and started the Heisei period of Rider. It was literally made in such a way that a person who had never heard of Rider could get into it.
With that said, Kuuga is somewhat serious compared to other shows. If you want wacky superhero hijinks, go with a later show. W, OOO, and Fourze are all fun.

Ah that's probably why. Kuuga is a nice slow burn, it has a super hype finale, but getting there takes awhile.
If you want something that does more shit right off the bat, I highly suggest some of the post-Decade (2010-onwards) series, like W, OOO or Fourze.
Agito is also pretty similar in tone to Kuuga, but winds up being Kamen Rider: X-Files, whereas Kuuga is a police procedural that involves a Kamen Rider.
