I really, really like this idea. Justice League gets a single solo for the core five members (Superman, Batman, Wonder Woman, Flash, Aquaman). Then focus on teams (Suicide squad, Teen Titans, Lantern Corps, Birds of Prey, etc.).
You're not only expanding the universe but you're not sick of seeing the same characters over and over in solos that don't matter. Solo Justice League member cameos have extra weight because they're the big league and you don't see them that often. You have cameos from select characters in minor teams in certain movies that fit them (Dick and Huntress in the Batman solo) and use Justice League as a big event to bring teams together for spectacles.
Which actually makes me wonder about Shazam. With it's place in the schedule and Rock confirmed as Adam, it might make sense to make it DC's first full on team vs team movie and introduce both the Marvel and Black Marvel families to get people used to the team format they're going for.
