As John K puts it (Lord forgive me) this is a writers' cartoon and not a cartoonists' cartoon.

It's like Family Guy. The characters say something "funny", and there's some action on screen. See for example "Wheel of Morality" where the joke is that the jokes are lame. Ha! Funny! Or the anvil-dropping episode, the joke is that people are in pain after they get anvils dropped on them! Ha! Funny! And the characters are so sassy! And the guy who sings the anthem, he sings badly! Ha! Funny!

To paraphrase Chuck Jones, we don't laugh at anvils dropping on characters because it's inherently funny. We laugh because the characters are wounded, emotionally. When Daffy Duck gets shot in the face, his honor is wounded, not his body. Sure his beak gets blown off and he makes that angry simmer look, but most of all his pride is wounded and then he does something he'll regret.

All of that characterization, all of that character animation, and all of that thought behind what's happening on screen is lacking from Animaniacs.

It makes pop-culture references people of most ages would have got back then; it also tries to be more all-ages than, say, Teenage Mutant Ninja Turtles, which was clearly aimed at a particular demographic. Yes, a lot of it would have flown over various group's radars, but that was always going to be the case when they decided to make a cartoon that everybody could enjoy having to sit through.

Why did they do that? Because that's what Looney Tunes were. Cartoons for all ages. They also sold incredibly well and had a great deal of longevity as a product, which as it turns out, Animaniacs simply didn't. Partly because it was a lot easier to obtain - a 22 minute show plus ads for a full half-hour bloc, as opposed to a five-minute short originally intended to go ahead of the studio's feature presentations in theaters - and partly because a lot of it just wasn't keying to the same wide experiences as the shorts it was aping. There's a big difference between making jokes about movie stars who, despite being dead, appeared in some of the most famous movies of all time and are instantly recognisable in those roles to audiences even today, and making jokes about Prince. I mean don't get me wrong, he's a big musician, but he's not today in the same league as the stars of Casablanca.

Because, just like Tiny Toons, Freakazoid, and Pinky & Brain, it was lazy with it's comedy.

It couldn't do slapstick, the animation was spastic with characters constantly jolting and shoving their faces right into the camera, and relied to much on overt references than actual jokes.

Spielberg was the Seth MacFarlane of the 90s.

The thing is, the show had a bunch of different formulas, and were guaranteed to not see them all, or even the majority of them, in a single episode. That's what made it work, the show always felt fresh because you were never given the same formula as last week, something that most cartoon shows fail to do even today. Granted, some were hit and miss, like the aforementioned Katie Ka-boom and Goodfellas, but P&B and Chicken Boo were genius.
