Dragonball is still extremely popular, in fact, it's been kinda having a resurgence due to the new movies.
The recent movie got a ton of money off a limited american screening, the game sold over a million and there's even a new anime out now.

Look at Cutie Honey. She was a girl, her main power was to change her outfits. But she was always getting into really violent and risque situations and showing off a lotta skin.

Girls liked the fashion angle and boys liked tits and violence.

But Precure was very inspired by DBZ and Sailor Moon. It exists solely because of Sailor Moon. Sailor Moon proved how successful a magical girls show could be for Toei and they've had a franchise every year ever since. Sailor Moon, than Doremi, and currently Precure. Precure was still influential in its own right but it's deep in Sailor Moon influences even today.

Because DBZ is more or less a one note show and Sailor Moon is a better series in ways that naturally inspires the kind of people who enter the animation industry to create things in its vein.

I mean think about it like this. If you loved DBZ and wanted to create something like it, how would you do it? What would really be the point? You'd hardly be able to make something that out DBZs DBZ in terms of action, and you'd probably outsource the animation to Korea anyway.

Sailor Moon, on the other hand, is based around emotional conflict and character interaction and has god tier direction. Aspiring directors are naturally going to want to imagine themselves crafting variations on what it focuses on, but tackling the themes, ideas and audio/visual techniques that they wish to explore instead. DBZ doesn't invite this kind of thing in anywhere near the same way.

This is pretty accurate.
One of the reasons why the magical girl genre's one of my favorites is that it's easy to fiddle around with; unless you pack it heavily with cliches, it'll be good background noise, at least.
That goes for cartoons and comics inspired by it, too.

I really like what they did with AtLA. I can't comment on Korra's story as a whole since I only saw S1 (the romantic shit was atrocious), but Korra looked good.

I wish there'd be a series with Korra's aesthetics and a better story.

I think you're not thinking that creatively with DBZ and is a bit biased with the mahou shoujo genre.

I like magical girls, but you can really create something from DBZ too.

DB/DBZ is all about martial arts fighting, MC doing a righteous quest to save a shit ton of people, and power levels. WIth those three things alone you can create something already.

It's not impossible to create a shounen inspired series that's actually creative. It's just that this style of mahou shoujo invites more imaginative, high level scenarios, artistic techniques and developments.

You can have as many fusions/power ups and convoluted plot points as you want, but when most things boil down to who can hit the other dude harder you have a relatively limited pallet. It can still be entertaining of course, but the kinds of people who are motivated enough to actually direct animated series are likely to look up to things that can do more.

Sailor Moon is the kind of thing where you can see why someone watching it would grow up to go "I want to choose this career to make something like this". The number of westerners who grew up with DB who specifically have the drive, means and talent to replicate it is going to be very small in comparison.
