I think one writer tried to explain it as magic, it dosent help that each writer kind-of give a different spin on what her powers supposed to do. Sometimes it just makes the handcuff fall apart or the bullet JUST miss her head over few centimeters and sometimes its some times she can just concentrate on someone to completely fuckem up with her power, its kind of same problem like Scarlet Witch and her Chaos Magic.
