Because a character in a dress projects a very different attitude than one in a leotard, and KF as we know her is more of an action girl. A dress doesn't suit her in the modern era, much like you wouldn't see Catwoman in a dress anymore.
Though both Livewire and KF both wear a leotard and thigh highs, saying they are too similar is like saying Superman and Martian Manhunter are too similar because they both wear panties and capes.
I agree that the DCAU versions are very similar though, but that seems more due to the stylistic limitations. DCAU characters needed to be easily animatable.

Assault on Arkham has a security guard describe her body as "cold as ice" so we can assume below zero degrees Celsius. She can probably control her temperature somewhat as long as it remains below freezing.

I think they kind of went overboard with characters in the Suicide Squad movie myself. Assault on Arkham had a smaller cast and was able to use them well. I have a feeling they're going to be spreading themselves really thin on that movie.

Wouldn't be surprised to see a popsicle licking scene in the SS2 trailer. Frost also has exposure alongside Quinn in the animated movie, and that's pretty popular. The two play off each other and could have a good dynamic onscreen. Plus the vampiric nature of her powers allows Killer Frost to go full villain if she proves extremely popular and they can have her be the foil for Quinn in the third movie.Yeah there's going to be a trilogy.
