The game takes place right at the start of the Cold War and there was a red scare in the 20s as well. This was also before the police started trying to get really professional so corruption was pretty common in LA. A cop like him wouldn't be so unrealistic.

You still need SOMETHING to get the audience invested in the story, and if the characters have zero redeeming qualities so the audience doesn't care about what happens to them, then it's almost impossible to get them to buy into what happens to the story as a whole.

Characters can be dicks. Characters can fuck up and make mistakes. But if that's ALL they do, then good luck getting anyone to actually enjoy the story.

Walter White becomes a complete piece of shit as the show progresses, but people still wanted to watch him and even see him come out on top. It's not about being likable, it's about being compelling and interesting.

You can have a scumbag protagonist, or a jerk, or an idiot, and it can work so long as there's something to get the audience invested.

Exactly.

This is my problem with people who say Korra is just "flawed". She's nothing but her flaws and never really grows too far beyond that. Worse, no matter how times she loses, the end of season victories are basically handed to her and the show makes a point to have almost everyone cheer her on.

What's great about Cartman is he's entirely self-serving and is the perfect foil for a lot of stories. He's entertaining simply cause of the bizarre lengths he will go to achieve his goals. It's made even funnier since Cartman is a child. It also helps that he gets his comeuppance once in a while

If the character was any good we would like them. No one likes bad characters, that's exactly why they're unlikable. This has nothing to do with how moral their actions are. There are heroic and noble characters who are unlikable.
