I get this but I don't see why Zemo is a case where it wouldn't work. It's just like a robber wearing a ski mask except the ski mask is purple. Besides, I think just about any mask could work as long as they don't adhere too closely to the skintight look from the comics. Like, Deadpool for instance, his mask could have looked like total shit if they used the wrong material but they got it to work.
