Mojo Jojo. He fights the Powerpuff Girls and sometimes even wins. Wander is just a stupid happy-go-lucky orange hick.

probably Hater. In terms of physical strength he's stronger, having his electricity powers and (possibly) flight and so on. Both villains have the potential to be insanely strong given the right motivation, but Hater is stronger at his base than Mojo is.
he definately has more manpower than Mojo, what with his army of Watchdogs.
In terms of brains, Mojo is definately the winner, but thanks to Peepers being his chief strategist and the countless number of Watchdog scientists, Hater has a vast pool of intellectual resources to fall back on.
On top of that, Hater has conquered a variety of planets, while Mojo has yet to conquer one. That's several planets worth of resources and tech he could use.

Both are great, but Hater would probably come out on top

With preptime, Mojo could easily defeat anyone from Wander over Yonder
If Mojo and Wander suddenly start fighting 1-on-1, I dunno. Chimps are super-humanly strong, and he probably also has all kinds of gadgets on him.

Mojo's the more entertaining villain anyway, Hater is fun but he's on Dedede's low level of antagonism.

That doesn't mean shit when he's constantly distracted by Wander and Dominator. All Mojo would need to do is throw both of them in his face and then utterly rek him while he's sidetracked.
