Actually it depends. Different regions have different interpretations of what it means by "women should dress modestly." For the most part it's up to the individual. It's only the Middle Eastern shitholes controlled by radicals that mandate the hijab or burkas.

It's like a dramatic pause IRL, nothing changes and noone says anything new.

Pacing in sequential media is difficult, a comic thats about 20 pages and takes 30 minutes to read might consist of only a 10 minute fight scene. Conversly the same 20 pages could be used to portray an entire year of timeskips.

When you're portraying a tense moment where in real life time would seem to drag on and small changes in surroundings would be highlighted I think it's fine to change little or none of a scene between panels.
