The ever more PC citizens of South Park decide that they no longer need a police force. As the first American town to get rid of their cops, they plan to celebrate their advanced sensibilities with a PC Carnival.

From what I've gathered there had been an alleged racist incident at the school recently and a select group of students sends out an email telling everybody not to wear an offencive costumes. Even going so far as to ask the school to ban offencive costumes. The wife of the dean, also a employee at the school, sends out a letter telling everybody that the school would not dictate what the students would wear as a costumes. This was the catalyst for the video clip. I've also heard something about a swastika, but I don't know how that connects. Perhaps the incident prior to the email-chain?

I’ve always found Halloween an interesting embodiment of more general adult worries about young people. I know that many decent people have proposed guidelines on Halloween costumes from a spirit of avoiding hurt and offense. I laud those goals, in theory, as most of us do. But in practice, I wonder if we should reflect more transparently, as a community, on the consequences of an institutional (which is to say: bureaucratic and administrative) exercise of implied control over college students.

The ending was purposely left ambiguous. To say they aren't gay is just as wrong as saying they are before M&T or a future episode confirms it.

Whether they are faking their relationship or not shipping them still makes perfect sense seeing as their relationship is obviously improving their lives and even making other people around them happy. The episode outright states that if pretend to be something you're not you'd be outright miserable. Yet Tweek is calmer than ever and Craig is actually smiling. They seem really happy with each other.

Can't do that kind of character development with a main kid, it would change the feel of the show too much. Having a little poke at shipping with backgrounders doesn't change the overall status quo, doesn't alienate any audience members, and can be ignored or developed further at any point. The casual viewer might not even know who Craig or Tweek is, depending on what episodes they've watched. Creek is negligible in the overall South Park canon, but the main kids are front and center and it would be a big stir-up to have one of them develop character in that direction (except maybe Cartman, he could probably do anything after giving a handy to Ben Affleck).
