From a business standpoint, it makes sense. Better to consolidate than for business to be split. DC already had a presence in Burbank as it was; they did the digital-first series from there while the New York office controlled the regular ongoings.

And chances are that there's more going on behind the scenes than email/Skype can handle. Contracts gotta be typed up and shit, after all.

Yeah, that was a pretty awesome move by Marvel, all things considered.

The books that were a part of the promotion were the Blackest Night tie-ins that retailers had to order in large amounts so they could get the plastic Lantern rings. Most retailers ended up ordering way more of these books than usual, just to get the rings (which is all most people cared about), so they had a lot of excess stock lying around (I worked at a shop during this time and we had about 30-50 extra copies of each).

MONTHS later, well after these books were released, Marvel started the retailer promotion to have them send unsold books for a Deadpool variant to Siege. By this time, there's little to no chance these books are going to get sold, they're just going to sit in back issue bins or storage forever. But you can't have retailers send the entire book, that would cost way too much on shipping. When you return a periodical like that, you have to strip the cover so that the rest of the book can't be sold. You are agreeing to return it after all, stripping the cover is just to save the retailer money on shipping.

The reality is that Marvel hadn't tried a promotion like the GL rings, and by doing this, they could see how many excess copies retailers were willing to get rid of and if it would be financially viable to try something similar (which they eventually did years later when they gave out Watcher eyeballs during Original Sin).

Yeah, after Flashpoint was finished, again after all these books are done selling. Flashpoint was a big gamble for retailers, a mass of #1's that are sort of in-continuity but sort of not. Most likely just wanted information again -- if they wanted to hurt DC in some way, they'd start the promotion while the books were new. By then most of the sales are going to come from trades. DC already made their money on the single issues.

Wouldn't surprise me if that lead to what they're doing now with Secret Wars, suspending publication of most normal titles and filling the schedule with alt universe mini's.

The worse thing about the news is that it makes artists and writers looking to make a switch from DC/Marvel to the other much more problematic to pull off. Wasn't that big of a deal when their offices were a few blocks from each other. If you're tired of some Marvel editors bullshit and want to jump to DC, moving three thousand miles to do it isn't that casual of a step.

Management at DC and Marvel will know this and will take advantage of the reduction in labor mobility. "don't like the work? what are you going to do, pack up the family and move three time zones away?"
