Both characters are supposed to be the main character's best friend, but consistently act like selfish, narcissistic bitches in every episode where they're the focus, and even in many where they are not. In most cases where they come into conflict with the main character, they make a hollow, half-hearted apology (if they even apologize at all) and just expect things to go back to the status quo. There are no consequences for their horrible behavior.
These are two of the most horrible, irredeemable characters that have been put on the small screen in the last fifteen years.

Literally the only reason he has fairies is because he has a babysitter who literally tries to kill him, or at least wound him horribly. He's not exactly a bad kid, he's just REALLY stupid. Half of the time, a problem in an episode can be solved by making one wish, but he doesn't know what to fucking do.
Plus, even without fairies, he could just call child services or the fucking police since his babysitter tries to maim him constantly. Or, at least, he could put a fucking camera in the room and show his parents. His parents may be dumb and selfish, but at the times when they do realize what Vicky is doing, they fire her ASAP.

I'm pretty sure the whole "Fairy God Parents" thing is to find kids who are unhappy with their lives; he may be poor and incredibly unlucky, but like the other anon said, he's happy with his life. Meanwhile, Remmy Buxaplenty, a kid who has literally anything any kid would ever want (even timmy prefers to hang out with him over his fucking fairies), gets a fairy just because he's lonely.
Frankly, I'm surprised Tootie doesn't have fairies. I mean, Timmy's pointed it out before; she fucking lives with Vicky and has to deal with her bullshit ALL THE TIME, whereas Timmy only has to deal with her a few nights a week, yet he still gets fairies. Granted, We see Tootie being happy when she's around timmy, but that's only because she has a crush on him. Timmy doesn't even like her back; fuck, Timmy has two best friends, while Tootie has literally no friends, again, because of Vicky. How the fuck does she not have fairies?

No, Zapp's pretty much evil guy who lives only for himself.
He has no qualms about manipulating women into having sex with him. Often going to elaborate efforts to do so. Not getting women to like him. Just sex. Once he's had sex, he drops all pretenses.
His approach to combat is to send wave after wave of people to die with no regard for their safety or well being. In fact, he pretty much expects anyone who works for him to lay down their life in order to ensure his success.
He has wiped out entire alien cultures by invading their home planet and slaughtering them all... for no real reason.
The only thing that makes him "not asshole/evil" is that nobody else on the show actually treats him that way. They treat him as an incompetent joke.

He actually did do that, but his parents are super hero levels of stupid. Even when she is torturing him on camera the only thing that gets them mad is her taping over their shit. Besides, its not like the police can do jack shit against vicki because she single handily maimed the most dangerous warrior in the universe, and would take over the entire galaxy if she wasn't a baby sitter.
